IPAF Mobile Elevating Work Platforms Operator Training Programme
Introduction:
The Work at Height Regulations 2005 require that every employer shall ensure that no person engages in any activity, including organisation, planning and supervision, in relation to work at height or work equipment for use in such work unless he is competent to do so or, if being trained, is being supervised by a competent person. The Provision and Use of Work Equipment Regulations 1998 require that user of work equipment receive “adequate” training. The aim of this course is to instruct an operator to prepare and safely operate various types of Mobile Elevating Work Platforms (MEWPs) and to obtain a IPAF MEWPs Operators Licence.
The IPAF training categories, with abbreviations and brief explanations, are:
Static Vertical (1a): Vertical personnel platforms (static)
Static Boom (1b, 1b+): Self-propelled booms (outriggers), trailers/push-arounds, vehicle-mounted platforms
Mobile Vertical (3a, 3a+): Scissor lifts, vertical personnel platforms (mobile)
Mobile Boom (3b, 3b+): Self-propelled booms
Push Around Vertical (PAV): Push around verticals
Special (SPECIAL): Specialist machines
Course Objectives:
On completion of this course the trainee will be aware of the relevant health and safety regulations, be aware of accident prevention and control, be aware of the needs regarding personal protection, be aware of the need to refer to the machine Operating Manual and be able to drive the MEWP safely and manoeuvre the machine as required, to correctly position and carry out the required tasks in a correct and proper manner, inside and outside a building.
Course Entry Criteria:
At present there are no specific requirements. It is, however, desirable (but not mandatory) that all applicants should be literate and have had driving experience as an indication of dexterity.

- Regulations (ISO 18878, HASWA, PUWER, LOLER, WAHR, RIDDOR)
- Pre-use inspections / handovers
- Safe operating methods & hazards
- Theory test
- Practical training
- Practical assessment
- Licence renewal
- Course evaluation
Training Method:
Seminar and practical sessions with assessments.
Duration:
This is a 1-3 day course depending on machine types
